摘要
非强制行政管理模式从本质上是一种"以人为本"的管理方式,它以现代法律制度为基础,以"社会本位"为人文精神,通过转变工作方式,在政府与公民之间形成一种服务与合作的新型关系,提高了执法效能,降低了执法成本,改善了执法形象。"小智者治人,大智者治事,睿智者治法"。加强这一新型行政管理模式的制度化建设,把制度的推动力、约束力、监督力结合起来,对于增强非强制行政管理模式实践运作的整体性、科学性、实效性,具有不可低估的价值功能与现实意义。
