摘要
针对近些年来各类学校、医院等事业单位普遍存在人才流动受阻、人力资源投入欠缺且分配不公、重使用轻开发等现象,剖析了人事管理思想过重、管理制度缺位等长期以来妨碍事业单位发展的人力资源管理环境障碍,提出了创新管理思维、完善制度体系等改善事业单位人力资源管理环境的相关对策。
In recent years,there exist some popular phenomena in various types of schools,hospitals and other public institutions,which are that talents flow is blocked,input into human resources is scarce and its distribution is unfair;paying more attention on using the talents not cultivating them.In this paper we have analyzed problems of lackness of management system and too old management thoughts,and put forward some countermeasures.
