PUBLIC ADMINISTRATION AND CIVIL RIGHTS

随着福利国家的出现,公民权利理论作为重要的理论分析工具被广泛使用,20世纪管理革命席卷全球,公共管理的新理论与公民权利理论的结合为现代社会的发展提供了理论指导。现代公共管理所强调的公共性、服务性、参与式民主极大地推进了公民权利的发展。我国的公共管理应借鉴公民权利理论进行适应时代要求的改革,以实现公共服务均等化、正确定位政府角色、构建公民权利可持续实现机制。

With the emergence of welfare states,civil right theory is widely used in public administration.After the worldwide management reform in the 20th century,civil right theory has worked together with new theories of public administration as theoretic guide to the development of modern society.Publicity,service and participatory democracy stressed by modern public administration have greatly promoted civil rights.Therefore,the author suggests that China's public administration should be adapted to the modern time under the guidance of civil right theory.The reform is believed to help to equalize public services,to correctly define government role and to a construct sustainable civil right system.
