突发公共卫生事件应急指挥体系建设研究与应用

ON CONSTRUCTING EMERGENCY COMMAND SYSTEM FOR PUBLIC HEALTH INCIDENTS AND ITS APPLICATION

为了提高城市应对突发公共卫生事件的能力,提高领导对战时指挥、决策和应变的能力,需要建立起一个完善的突发公共卫生事件应急指挥体系。这个体系的核心应包含两部分基本内容:会商协同信息交流平台和信息汇集分析支撑平台。前者强调战时领导指挥、调度、工作协同和监督控制管理,后者强调日常以及战时基础数据对领导决策、趋势分析、工作规划等的支撑作用。通过建成一套"平战"结合的突发公共卫生事件信息支撑体系,建立起处置公共卫生突发事件的"信息畅通、反应快捷、指挥有力、责任明确"的机制,提高应对突发性公共卫生事件的能力,为监测和处置突发公共卫生事件提供技术数据和业务数据,实现高效、快速、准确地对信息进行采集、传输、存储、处理和分析的功能,进而对疫情和突发公共卫生事件具有迅速的决策反应能力。

In order to improve the faculty of tackling the public health incidents in the city and the ability of the administrations in com- manding, decision-making and contingency handling in wartime, to build a perfected emergency commanding system for public health incidents is necessary. Such a system shall have two basic components as its core：the information exchange platform for consultation and collaboration and the support platform for information influx and analysis. The former emphasises the commanding, scheduling, works collaborating and moni- toring control management in wartime and the latter puts the stress on the support function the fundamental data in routine and wartime has in administration decision making, trend analysis and working planning, etc. By constructing a set of information support systems for public health incident combining the demands in peacetime and wartime together, a mechanism for dealing with the public health incidents is built up which is characterised by unbloeked information, swift reaction, forceful command and distinct obligation. Its aim is to meliorate the faculty of coping with the accidental public health events, provides technical data and business data for monitoring and disposing the public health incidents, re- alises the functions of collection, transmission, storage, processing and analysis of the information efficiently, rapidly and precisely, so that it is capable of quick decision making and responding against the epidemic cases and accidental events in public health field.
