关于网络反腐制度化中政府功能的思考

How the Government Plays its Roles in Institutionalization of the Combating Corruption through Internet

网络监督对反腐倡廉建设具有双重作用。要更好发挥网络舆论监督对反腐倡廉建设的正向作用,必须完善网络监督机制,使网络反腐制度化。网络反腐制度化要做的工作很多。从政府方面来说,要实现网络监督与制度反腐的无缝对接。为此,政府要发挥主导功能:完善网络举报制度以及配套制度;加强网络监督立法;加强网络反腐调控,保障监督权的正确行使,保障互联网的运行安全与信息的真实性;注意预防两种倾向。

Internet supervision plays double roles in combating corruption and upholding integrity.The better use of such positive roles demands the perfection of mechanism of internet supervision and the institutionalization of the combating corruption through Internet.And much work is indispensable for that.The government should ensure the direct interface of the two by playing its leading role in the perfection of the system of petitions and visits from people and corresponding systems,the enhancement of Internet supervision legislation,the reinforcement of Internet supervision regulation to guarantee the wise practice of supervision rights,the safe and smooth operation of the Internet and the authenticity of the information.Attention is to be paid to prevent the birth of two trends.
