摘要
本意是使我国吏治进入"能上能下"有效运行的官员复出机制,目前却面临着非公开化、非责任化、非透明化、社会认同度低的困境。因此,有效解决问责官员复出面临的现实困境,完善问责的基础,明晰官员的职责和构建相应问责程序;转变问责的模式,变"权力问责"为"制度问责";建立官员复出的回应机制,使体制外的"权利问责"与体制内的"权力问责"、"制度问责"形成完整体系;建立多元化的问责主体,提高官员复出的社会认同度是关键。
Official access our intention is to "be promoted or demoted" back mechanism for the effective operation of government officials,but faced with non-open,non-responsibility,and non-transparent,the plight of low social identity.To effectively tackle the problem of accountability of officials to come back facing the reality of paradox:first,improve the accountability of the foundation,clear responsibilities and build the appropriate officials of the accountability process,which is to be accountable officials to establish the prerequisite normal return mechanism;Second,changes in accountability model,the "power of accountability" to "accountability system" to be held accountable officials to return with institutional legitimacy;Third,the establishment of official return of the response mechanism,so that outside the system "right of accountability" and the system the "power of accountability" and "accountability system" and form a complete system to reduce the official return of the external resistance.Fourth,establish a wide range of subject accountability to improve the official return of social identification.
