本意是使我国吏治进入"能上能下"有效运行的官员复出机制,目前却面临着非公开化、非责任化、非透明化、社会认同度低的困境。因此,有效解决问责官员复出面临的现实困境,完善问责的基础,明晰官员的职责和构建相应问责程序;转变问责的模式,变"权力问责"为"制度问责";建立官员复出的回应机制,使体制外的"权利问责"与体制内的"权力问责"、"制度问责"形成完整体系;建立多元化的问责主体,提高官员复出的社会认同度是关键。

Official access our intention is to ＂be promoted or demoted＂ back mechanism for the effective operation of government officials,but faced with non-open,non-responsibility,and non-transparent,the plight of low social identity.To effectively tackle the problem of accountability of officials to come back facing the reality of paradox：first,improve the accountability of the foundation,clear responsibilities and build the appropriate officials of the accountability process,which is to be accountable officials to establish the prerequisite normal return mechanism;Second,changes in accountability model,the ＂power of accountability＂ to ＂accountability system＂ to be held accountable officials to return with institutional legitimacy;Third,the establishment of official return of the response mechanism,so that outside the system ＂right of accountability＂ and the system the ＂power of accountability＂ and ＂accountability system＂ and form a complete system to reduce the official return of the external resistance.Fourth,establish a wide range of subject accountability to improve the official return of social identification.
