公共服务均等化视野中的体育管理体制改革

Reform on Sports Management System in the Vision of Public Service Equalization

在公共服务均等化的背景下,我国体育管理体制改革取得一些经验,如通过利益补偿,缩小区域之间、城乡之间的体育公共服务发展水平;政府的主体作用受到重视;一定程度上整合了体育资源,扩大了体育公共服务范围;鼓励和吸引市场力量进入体育公共服务领域。要促进我国体育公共服务均等化发展,应做好以下工作:一是突出均等化在我国体育公共服务发展中的重要地位,加强体育公共服务发展监督;二是合理配置政府间财权和事权,加大体育公共服务投入;三是扩大体育公共服务范围,促进社会公平;四是加大体育利益补偿力度,加强体育资源整合;五是建立以政府为主体的多元化体育公共服务供给体系,加强"第三部门"培育;六是确立全国体育公共服务均等化标准,建立多元评估体系。

Under public service equalization, China has gained some experience from sports management system reform, such as narrowing down the development gap between different regions, cities and countryside by way of income compensation; emphasizing the leading role of the government, integrating sports resources and expanding the public sports service, encouraging and attracting market forces into public sports service, etc. For public sports service development in China, the following needs to be done： （ 1 ） highlight the importance of equalization and supervision in public sports service development; （2） make rational allocation of administrative and financial power among the government departments and increase the investment on public sports service; （3） expand public sports service and promote social justice; （4） strengthen sports benefit compensation and intensify sports resource integration; （5） establish government- dominant diversification and enhance the cultivation of ＂the third department＂; （6） set up national standards for public sports equalization and construct multi-evaluation system.
