摘要
消费券作为一种在使用时间、空间、对象、范围和人群上都具有一定约束力的准货币,其对经济将产生正负两方面效应,但利远大于弊。消费券是比政府直接购买更有利的政策工具,对扩张总需求、拉动经济具有正面效应;同时,它又可能对长期经济增长产生负面效应,挤出私人投资及政府购买,埋下通货膨胀的隐患,影响微观层面的效率目标。因此应当重点向中低收入群体发放特惠型消费券,并考虑消费券发行决策在程序上的正当性和合理合法性。
Coupon is kind of quasi money that has certain binding effect in terms of time,space,object,scope and consumer.It produces more positive than negative effects on economy.Coupon is a policy instrument superior to direct governmental purchase for the expansion of aggregate demand and stimulation of the economy;on the other hand,it may have negative effects on economy in long run,such as crowding out private investment and government purchase,casting seeds for inflation risks,affecting efficiency on micro-level and so on.Therefore,we should offer the preference coupons to moderate low-incomers and take into account of the justifiability,rationality and legality of issuing coupons.
