在推进民主政治和服务型政府建设以及充分实现人民当家作主的今天,人民群众的利益表达及与政府的博弈日益频发和激烈,爆发了各种形式的集体抗争行动。社会转型期的集体抗争是历史上所积累矛盾的一种发泄。对此政府应予以充分重视,要通过建立公正的社会制度和完善的利益表达机制,用社会资本促进社会的整合,将集体抗争行动制度化,以实现公民的有效参与和与政府的良性互动,引导集体抗争走向理性、合法。

In advancing democracy and building service-oriented government,the full realization of people are the masters of today,the interests of the people and Government of the game of expression and more frequent and intense outbreaks of various forms of collective protest.Transition in the history of collective resistance is the accumulation of contradictions in a vent.To give full attention to this,the social system and establish a fair and complete benefit system,use of social capital,promoting the integration of society,and efforts to institutionalize this,to achieve the effective participation of citizens and the government＇s positive interaction with,and thus safeguard the masses fundamental rights.
