文化产业作为一个新兴产业,对促进国民经济可持续发展具有十分重要的意义。因此,政府要尽快转变职能,走出文化管理误区,按照间接管理为主、社会效益与经济效益相结合、责权利相统一的原则培育文化市场,理顺文化管理体制,健全法律法规,制订文化产业发展规划,大力推动文化产业创新。

Cultural industry, as a new industry, which plays a very important role in promoting sustainable economic development. Government should make changes in cultural management functions as soon as possible, and get out of the misunderstanding of cultural management. According to the principle of indirect management, combination of social and economic benefits, unity of responsibility, power and benefit, government should foster cultural market as soon as possible, straighten out the cultural management system, improve policies and regulations, work out plans for the development of cultural industry and promote the development of cultural industry and innovation.
