天津滨海新区作为综合配套改革试验区,要实现党中央、国务院的战略规划与目标,其开发开放过程离不开法律制度的引导和保障。时值滨海新区行政管理体制改革初期,法制建设存在经济产业法律制度不完善、环保生态法律针对性不强、区域法律不协调等问题,应该从完善相关经济法律制度、加强环保生态法律制度建设、协调区域法律等方面加以规整,以便为滨海新区的开发开放提供法律保障,进而促进经济发展,带动整体战略目标的实现。整体战略目标。
