Mass emergencies are the reflection of various conflicts and problems in our country＇s reform and transition. It has become the striking problem affecting social stability. From in-depth study, it is not difficult to find the deeper roots of the problem are as the following： the imbalance between economic development and social development, the neglect of the crisis background, the inadequate sharing of developing a- chievements,the insufficient social administration and the lack of confindence in governmental enforcement. Therefore, it is an important and urgent task for government at all levels to clearly understand the situations of present mass emergencies, accuratly grasp its features and developing trend, and explore actively the effective coping strategies.
