中国快速城市化地区公共财政效率的实证分析——以苏南六市(区)财政收支结构为例

An Experimental Analysis of the Efficency of Public Finance in China's Rapid Urbanization Region:A sample of finacial revenue and expenditure structure of six cities(district) in south Jiangsu province

在中国快速城市化地区,城市化加速发展导致经济结构发生变化,财政收支结构也正在发生重大转变。本文选取了江苏省内快速城市化地区如江阴市、常熟市、张家港市、昆山市、吴江市以及南京市江宁区财政收支的主要经济指标进行比较分析,旨在通过比较分析上述各市(区)财政收支结构及地方公共财政效率,探索快速城市化地区公共财政是如何为城市化提供原动力、为城市化提供财力支撑、为城市化提供机制保障,如何示范和引导城市化的全面推进。

In China＇s rapid urbanization region,accelerated development of urbanization leads the changes in economic structure and financial revenue and expenditure structure.This paper makes camparison among the rapid urbanization districts of Jiangsu province such as Jiangyin,Changshu,Zhangjiagang,Kunshan,Wujiang and Jiangning District of Nanjing in financial revenue and expenditure structures.By the comparative analysis of these municipalities revenue and expenditure structure and efficiency of public finance,this paper explores that how the public finance provides the impetus for the urbanization,financial support,and mechanism of protection for the urbanization,and models and guides the overall progress of China＇ s rapid urbanization.
