Functional Changes of the CPPCC System in Sight of the Modern State-building

作为一项体现人民民主的特殊的制度设计,人民政协制度在中国构建现代国家的进程中扮演了重要角色,经历了重大的功能变迁,见证了民族—国家确立和民主—国家建设前后两个维度的成长,是观察中国现代建设的一项重要制度标本。建国六十年来人民政协制度功能变迁的轨迹,从一个侧面反映了中国现代国家建设在民族—国家建设与民主—国家建设两个方面所做的努力。导致人民政协功能变迁的原因在于现代国家建设过程中党、国家与社会三者关系的深刻变化与调整以及国体与政体之间的张力关系。

As a special institutional design of people＇s democracy,the CPPCC system plays an important role in the process of China＇s modern state-building,experienced significant functional changes and witnessed the nation-state building and democracy-state building before and after the two dimensions of growth,so it is an important specimen of system to observe the China＇s modern state-building.Founding sixty years,the track of the CPPCC system＇s functional changes reflect the two efforts to build a modern China state encluding nation-state building and democracy-state building.The leading reasons for the functional changes of the CPPCC is due to the profound changes and adjustments of the three relations among the party,state and society in modern state-building process,and the tension between the state system and political system.
