失衡与平衡--论灾难性事件中政府、新闻传媒与公众的关系

Imbalance and Balance:On the relations between the government,news media and the public in the catastropic events

在灾难性事件发生以后,相应地区必然出现程度不等的失衡:社会秩序失衡、公众心理失衡、信息供需失衡。以上失衡,导致政府、新闻传媒和公众之间平时建立起来的相对平衡关系被打破,并使三者关系失衡。结束失衡局面、重趋相对平衡状态,离不开三方的共同努力。

After the occurrence of catastrophic events,the corresponding region will appear varied degrees of imbalance inevitable： social order imbalance,the public mental imbalance,information supply and demand imbalance.These imbalances cause the relative balance usually established between the government,news media and the public broken.End of the imbalances,restoration of relative equilibrium can not be separated through the joint efforts.
