“十一五”科技规划目标实现度评价——以杭州为例

Evaluation on Realization of the 11th Five-Year S&T Development Plan-Take Hangzhou for Example

为了科学评价"十一五"规划目标值的阶段实现程度,以杭州为例,选取《杭州"十一五"科技发展规划(科技强市规划)》和《杭州市建设创新型城市规划纲要》目标中可量化的指标,形成指标体系。在比较研究的基础上,建立模型对杭州市"十一五"科技规划目标实现度进行测算评价。结果显示:在此期间,杭州专利产出成效显著,人才资源投入加大,现代服务业发展迅速,但企业投入相对滞后,高技术产品出口占出口总额比重实现度低,目标实现度总体态势良好。

In our country,the llth Five Year S＆T Development Plan has been implemented for nearly 4 years, the S＆T development is moving towards the plan＇s goal step by step, and has an outstanding effect. In order to evaluate the realization degree of the goal of the 11th Five-Year S^T Development Plan, this paper took Hangzhou for example, selecting some indexing factors that can be quantified from the ＂Hangzhou 11th Five-Year S＆T Development Plan＂ and ＂Outline of Hangzhou Building Innovation City Plan＂ ,then combined a indexing system. On the base of comparison analysis,this paper has calculated and evaluated the realization degree of the goal of the 1 l th Five-Year S＆T Development Plan,it showed：In this period, Hanzhou＇s patent output was outstanding,human resources input was strengthened, Modern Services Industry developed quickly, but the enterprises input in relaticely lagging,achieved degee of the percentage of the Hi-tech products export on the total export was low. As a whole,the objective achieved degree was in a good trend.
