当代日本基层官僚的行为模式探微

The Behavior Patterns Analysis of Contemporary Japanese Street-level Bureaucrats

以当代日本基层官僚为研究对象,从日本官僚制融合性、残缺性、引进性的特点着手,采用历史分析方法,建构具体行为模式下基层官僚和组织关系的模型,提出"预警行政"的新行政概念。在探析日本基层官僚的行为模式框架、运作逻辑、具体处理方略及存在的困境等基础上,得出日本基层官僚的特色行为模式,并从三个方面提出要加强中国一线公务员制度建设。

This article takes contemporary Japanese street-level bureaucrats as the research object and starts from the characteristics of Japanese bureaucracy＇s fusion,incompletion and introduction.It uses the history analysis method, sets up the model of the relationship between street-level bureaucracy and organizations under specific behavior patterns and propound the new administration concept＂warning-administration＂.The article concludes that,by analyzing its characteristic behavior patterns based on Japanese street-level bureaucrats＇ behavior patterns structure,operation logic,specific approach and existential dilemma,we should strengthen the Chinese street-level public servant system building from three aspects.
