危险货物运输事故应急处置辅助决策系统

Study of Emergency Handling Decision Support System for Dangerous Goods Transportation Accident on Water

通过建立船载危险货物数据库及危险货物运输事故案例库,构建应急处置措施知识库系统,开发了基于B/S结构的水上危险货物运输事故应急处置辅助决策系统.实现了船载危险货物的增、删、改、查,案例事故的检索,以及应急处置措施的自动生成等功能,能辅助决策者采取更好的施救行动,尽可能保障水上人命财产安全,减少水上环境污染.

By means of establishing ship-borne dangerous goods database and case database of dangerous goods accidents,this paper constructed a knowledge database system of emergency measures,and,based on the B/S framework,worked out an emergency handling decision support system for dangerous goods transportation accident on water.This system realized such functions as ship-borne dangerous goods adding,deleting,updating and querying,the case searches,and automatic generating of emergency measures.The system could help the decision-marker to take better rescue methods,to ensure the safety of life and property on water,as well as to reduce the environment pollution on water..
