摘要
近年来,高校质量评估开展迅猛,并逐步制度化。但在诸多现象与问题的背后却隐藏着国家对高校管理的变化。基于此,本文通过呈现和分析改革开放以来高等教育领域的高校"扩权"和质量评估两方面政策,展示我国高等院校与国家行政总体上的微妙关系及其变化,并在此基础上反思我国现行本科教学评估的症结所在。
In recent years, university quality evaluation has been conducted extensively, and becomes institutionalized gradually. Many phenomena and problems betray the government' changing attitudes towards university management. Starting from this, the author exposes and analyzes the policies of "Power Expansion" and quality evaluation since 1978, presents the subtle relations and changes between universities and state administration, and reflects on the core problems in current undergraduate teaching evaluation.
