异地为官抑或改流归土——基层官员任职地域回避制度剖析

Being Official in Remote Place or Local Democracy——An Analysis on Regional Evasion System of Holding Post of Grass-Roots Officials

基层官员任职地域回避制度是我国古代的政治智慧。然而,在时代发展和社会变化的今天,到底是坚持"异地为官"还是转为"改流归土",学者们有不同的看法。考量地域回避制度的设计初衷和现实效果,认为当前的异地为官制度不仅没有发挥制度设计初衷的有效作用,而且还产生了一系列的负面影响,这阻碍了县政改革和基层民主的发展。

Regional evasion system of holding post for grass-roots officials is the political wisdom in ancient Chi- na. However, scholars have different ideas for ＇ being official in remote place＇ or ＇ local democracy＇ nowadays. Reviewing the original intention and practical effect of regional evasion system, we think the system of being official in remote place does not function effectively and also produces a serious of negative influence, which hinders the county government reform and the development of grass-roots democracy.
