社会保障制度与犯罪率的互动研究——以上海市闵行区外来务工人员子女犯罪为例

An Interaction Study of Social Security Systems and Crime Rate with the Crimes Taken as the Cases Which Were Committed by Nonnative Laborers' Children in Shanghai

上海城市闵行区外来务工人员子女犯罪案件呈现出发案件数与犯罪人数呈逐年递增态势、侵财型犯罪比例居高不下、作案手段暴力化倾向严重、以老乡为纽带的犯罪团伙纠集化趋势明显等特点。应当通过加强教育和管理,提高社会保障待遇,改善民工生存状态等一系列措施,来减少和遏制该类犯罪。

In Shanghai＇s Minhang District,the crimes and the criminal number of the nonnative class＇ children are now increasing.Such crimes are characteristic of high rate in approaching property,violence-oriented methods in committing offense,and fellow villagers and townsmen whipped together as a criminal gang.A series of measures should be taken to reduce such crimes by means of enhancing law education and relative management,promoting social security and treatment systems,and improving the laborers＇ living conditions.
