Study on Current Situation of Emergency Management of China(Ⅰ)—— Too Many Incidents,Too Poor Consideration

近几年,我国面临着越来越多的突发事件,涵盖了自然灾害、事故灾难、公共卫生事件和社会安全事件各个类型。过多的突发事件成为我们这样一个幅员辽阔、人口众多的大国所必须面临的一个现实状态,而面对这些事件,相应的科学理性的思考却并没有跟上。在本文中,我们详细分析了事件过多与思考过少的具体表现、原因和后果,希望对应急管理过程能有所帮助。

Since various kinds of natural disasters and man-made incidents are more and more serious and general, emergency management is more and more important. In fact, these too many disasters and incidents also include public health affairs and social security incidents besides. There are more than tens of disasters and incidents happened per day recently, but the corresponding scientific and rational thoughts are still less and poor. The current situation of the above phenomenon and the reasons, impact are analyzed in this paper which should provide some help to more effective emergency management.
