我国应急管理体系的资金保障:现状与改进思路

目前,财政资金(其中以主要是中央财政)始终是我国应急处置和灾后恢复重建的主力资金,银行信贷资金和捐赠资金在一定程度上也发挥了作用。但总的来说,以上资金均主要用于灾害事件发生后的紧急处置和恢复重建上,即应急管理"4R"理论中灾害管理的后两个环节。一个覆盖减灾、防灾、应灾和灾后恢复的完整的资金体系尚未建立起来。本文详细分析了我国现行应急管理的资金情况,分析了存在的突出问题,在借鉴相关国际经验的基础上,就如何构建我国应急管理的资金体系提出了建议。

At present, in emergency response and post-disaster restoration and reconstruction,government expenditures - especially from central government -have essentially played a major role, and bank to ans and donation fund come second. But on the whole, the funds mainly have been used for disaster re- sponse and post-disaster recovery, which are only two steps of ＂4R＂ theory about emergency management. A complete fund system that can cover the disaster prevention and mitigation, emergency relief and post- disaster restoration and reconstruction is still in lack. This report focuses on the basic situation of current emergency fund in China and analyzes existing key problems. Based on the related experience of other countries, some suggestions on how to establish a fund system of Emergency Management in China are proposed.
