县域突发环境污染事件应急监测现存问题及对策分析

Analysis on the Existing Problems and Countermeasures of the Emergency Monitoring of the Sudden Environmental Pollution Accident in Counties

在分析现存问题形成原因的基础上,从完善应急监测网络和组织机构建设、制定有针对性的应急监测预案、吸引和培训应急监测人员、利用和补充应急监测装备和仪器、提高县域内企事业单位及干部群众的环保应急意识等方面,提出了提高我国县域突发环境污染事件应急监测能力的对策建议。

Based on analyzing the forming causes of the existing problems,some countermeasures and suggestions were proposed for improving emergency monitoring capacity of the sudden environmental pollution accident in counties,including perfecting the emergency monitoring network and emergency response organizations,developing targeted monitoring emergency plans,attracting and training emergency personnel,using and adding emergency monitoring equipment and instruments,strengthening environmental emergency awareness of cadres,the masses and enterprises at counties.
