摘要
根据全国主要电网１９９０～１９９８年发电量、发电装机容量增长数据及实际运行情况，阐明了１９９８年全国各电网电力供需平衡情况及富裕度，并对１９９９～２００２年各电网电力供需平衡作了分析预测。预测表明，在不计新开工项目投产的情况下，大多数电网供需基本平衡，少数电网将缺电；大多数电网无结转建设规模，少数电网结转很少，都不能满足用电增长的需要。因此建议在近期按“十五”期间用电增长及技改需要逐年安排一些新开工项目，以保证国民经济持续、快速、健康发展用电的需要。
On the basis of the increases in the power generation and installed capacity of the main power grids from 1990 to 1998, and in accordance with the actual operation, this paper illustrates the demand/supply balance of all the power grids and their adequacy in 1998. The article also analyzes and anticipates the demand/supply balance of all the power grids from 1999 to 2002. It is shown if the newly launched projects are not considered, demand and supply of the most of the power grids will be balanced, and only a few power grids will be lack of electricity. There were no unfulfilled construction plans in most of the power grids the capacity is too small for a few power grids, which could not satisfy the requirement of the consumption increase. So in the short run, based on the increases in power consumption and technical upgrading requirements in the 'Tenth Five year plan' period, it is necessary to launch some new projects annually so as to assure the power demand for the national economic development in a sustainable, fast and heathy manner.
