给出了时滞线性系统渐近稳定的充分条件，并进一步讨论了具有时滞的线性控制系统的镇定条件和稳定控制器的设计方法。本文给出的系统稳定和镇定的结论基于前提条件Ｒｅ（Ａ＋Ｂ）＜０，因而适用于Ａ不稳定的情况。最后给出了一个示例。

The delay--independent criteria for stability of linear time--delay systems are proposed. Additionally, the stabilization conditions of linear time--delay control systems arestudied. By using present result, a design method for stabilization of linear time--delay control systems is given. The present results are based on the condition Re(A+B)<0, it is validfor systems with matrix A being unstable. Finally, an numerical example is given.
