创新运用标准化理念 优化社会经济管理水平——刚性法律模式下柔性管理手段的实践与思考

本文从加强社会主义法制、完善市场经济秩序、构建和谐社会这三个角度对标准化工作进行了审视,并以上海实施标准化战略的实践为切入点,运用标准化工作"规范性、有效性、科学性"的三大核心理念,就如何创新管理理念,形成符合社会经济发展规划和需求的标准化管理模式进行了深入剖析,希望引起共鸣和思索。在深入剖析的基础上,笔者从如何全面推进标准化管理这一视角出发,有针对性地提出了创新工作体制、设立奖励制度、完善服务体系和加强队伍建设等意见与建议,以期达到引起全社会对标准化这一柔性管理手段重要性的认识,进而促进政府职能管理部门积极运用标准化手段来管理社会,推动产业发展,提升综合竞争力,为上海国际化大都市的建设和发展做出应有的贡献。

This paper surveyed standardization work from three aspects,which are strengthening socialist legal system,perfecting market economy order,and constructing harmonious society.And then,taking the implementation practice of Shanghai＇s standardization strategy as the breakthrough point,using standardization＇s three key characters,which are regulative,efficient and scientific,this paper analyzed how to innovate management perception,and lead to the formation of a standardization management model which fits in social and economical development plan and its requirements.The author hopes that such analysis could resonate with common views and encourage more extensive thinking.On the basis of profound analysis,and from the view of how to comprehensively promote standardization,this paper put forward its suggestions aiming at innovating working system,establishing awarding policies,perfecting service system,and enhancing human resource policies in order to achieve the public understanding on the importance of standardization,which is a soft management method.Further more,the public understanding could impel the government to use standardization method to manage the society,promote industry development,and improve comprehensive competitive capability.The author hopes that this paper can contribute to construction and development of Shanghai international metropolis.
