摘要
在近年来我国市场经济日益深化及城市化进程的快速推进下,农村宅基地流转问题备受争议,成为理论研究的一大热点问题。本文在考察了城中村、城乡结合部及边远农村地区三个特定地域农村宅基地流转主要特点的基础上,指出农村宅基地流转的最大阻碍是土地法规制度的限制及农民乡土情结的束缚;而新农村建设、市场经济、人口城市化、城乡一体化及子女教育等因素构成推动其流转的主要动因。最后,提出了促进农村宅基地规范化流转的一些思考。以期为河南省农村宅基地有序流转及城乡统筹发展提供重要的理论依据及实践借鉴。
In recent years, with the deepening of mar ket economy and the rapid progress of urbanization, the rural residence land transfer issues become a hot topic of theoretical research. The paper reviewed the main features of the villages in the city, urban fringe and rural areas, and the remote rural areas, proposed that the greatest impediment was the rural land laws and regulations of the constraints and shacklesof farmers local complex; and the new countryside construction, the market economy, population urbanization, urban-rural integration, and promote children's education and other factors constituted the main drivers of its transfer. Finally, the paper proposed some thoughts for the standardization of the rural residential transfer, with a view to orderly transfer of Rural Residence and Urban and Rural Development provided an importanttheoretical basis and practice of reference.
