Since 1997,Tony Blair and Gordon Brown served as British Prime Minister in succession,this is a new course of the ruling of the Labour Party. Blair and Brown paid attention to ECEC （Early Childhood Education and Care）. Under the guidance of the practices of the ideal ＂New Labor, New Britain＂ and the political philosophy of ＂the Third Way＂,Blair and Brown carried out a series of education policies and practices to solve the main issues of ECEC in England in their administration, in order to develop and promote ECEC, and support all families, to ensure the best start for all children.
