近年来，有关转换提单的争议很多，已引起航运界的普遍关注。本文在分析了转换提单的涵义、功能、对船东的风险以及目前船东办理转换提单程序存在的问题的基础上，对船东如何办理转换提单提出相应的对策和建议。

A large number of disputes relating to switch BS/L have arisen in China in past few years. which has resulted in much attention in shipping business. This paper, based on the analysis of it's concept, function, risk to vessel's owner, and existing problems of program for owner to issue, puts forward the method and suggestions for resolving these existing problems.
