一九四一年陕甘宁边区“救国公粮”征缴及其引发的社会问题论析

On the Collection of "Grain Tax for National Salvation" in Shaanxi-Gansu-Ningxia Border Region in 1941 and the Social Issues Arising from it

抗战进入相持阶段后,受日寇侵扰、国民党经济封锁和自然灾害等影响,陕甘宁边区遭致了抗战以来最大的一次经济危机。在此背景之下,边区政府不得不加大"救国公粮"的征收力度,试图以此来克服危机。但是,"救国公粮"的过度征缴在实践中引发了一系列社会问题。事后,中共中央和边区政府采取各种手段及时妥善地解决了问题,重新赢得了群众的信任和支持。

After the War of Resistance against Japanese Aggression entered the stage of stalemate,the Shaanxi-Gansu-Ningxia Border Region suffered the worst economic crisis since the beginning of the war due to harassment from Japanese aggressors,economic blockade from the Kuomintang and serious natural calamities.Against this background,the border region government had to intensify the collection of ＂grain tax for national salvation＂ in order to tide over the crisis.However,the over-collection of ＂grain tax for national salvation＂ gave rise to a series of social problems.Later,the CPC Central Committee and the border government took various measures to solve these problems in a timely and appropriate manner and won back the trust and support from the masses of people.
