我国乡镇卫生院资源现状与利用分析

Current situation and utilization of health resources in township health centers in rural China

目的:探讨中国乡镇卫生院卫生资源配置现状和利用情况,为优化其资源配置、提高资源利用效率提供政策建议。方法:利用近10年的中国卫生统计年鉴或年报资料,及2003和2008年国家卫生服务调查的相关数据,对乡镇卫生院的数量、人力资源、床位、房屋设备、筹资、医疗服务等现状进行描述和比较分析。结果:近10年来,中国乡镇卫生院资源规模不断扩大,但卫生人力配置不尽合理,素质有待提高,政府投入相对不足,资源利用率不高。结论:应加大政府投入,完善补偿机制;加强人才培养,提高其业务水平;完善新农合制度,拓展公共卫生服务。

Objective To explore resources allocation and utilization of township health centers in rural China and put forward suggestions to optimize resources allocation and improve utilization efficiency. Methods The data of China Health Statistics Yearbook and China Health Services Survey in 2003 and 2008 were used to describe and compare the current situation of number, human resources, beds, building and equipment, financing and medical services in township health centers. Results In recent ten years, although the health resources of township health centers have been increased, the allocation of health human resources is unreasonable. The quality of health personnel need to be improved. The investment from government is inadequate and the rate of resource utilization is not high. Conclusion The government should increase investment and improve compensation mechanism to township health centers. The training of health personnel should be strengthened to increase their capacity. Besides ,new cooperative medical scheme and public health services should be improved and expanded.
