摘要
分工是引发部门间协调的根本原因。在食品安全的监管上,由于我国采取"分段监管为主、品种监管为辅"监管体制,使得各食品安全监管部门之间在实践中缺乏有效协调,难以形成合力,而且各监管协调模式之间相对较为离散,缺乏相对统一的规范性依据,无法形成统一的有机的监管协调机制。为了有效地保障食品质量安全,提高监管效率,维护广大消费者利益,我国应当从协调模式的选择和协调目标、协调规则、信息获取与沟通以及激励惩慑机制的完善等方面确立和完善符合我国实际需要的食品安全监管协调机制。
Division of labor is the basic causes of coordination between.In the area of food safety supervision and management,because of the regulatory system based on "sub-supervision and supplemented with varieties-supervision,there is lack of effective coordination among departments of food safety supervisory and difficult to form a joint force in practice.At the same time,there is more discrete among supervisory cooperation models and relatively lack of unified normative basis,which didn't come into a unified and organic mechanism of regulatory coordination.according to actual needs of China's,our country should establish and improve the coordination mechanism of food safety regulation In order to effectively protect the food quality and safety,improve regulatory efficiency and safeguard interests of consumers',including coordination mode,coordination of objective,coordination rules,information access and communication,incentive and punishing mechanisms etc.
