西部大开发背景下水能资源管理制度的改革路径

The Reform Path of Hydropower Resources Management System in Western Development

作为西部大开发标志性工程的"西电东送",为西南丰富的水能资源开发带来了空前机遇,对缓解我国东部地区面临的资源、环境双重压力发挥了重要作用。目前水电发展面临的移民、环保等问题归根结底是资源开发的成本支付和收益分享不匹配、资源开发机制和资源利益分配制度不适应市场经济体制的问题。文章提出,以科学的发展观指导水能资源开发,必须规范水能资源的管理制度,按市场化手段配置水能资源,完善资源产权制度,建立健全水能有偿使用的财税制度。

As a symbol project of the Western Development,West-to-East Electricity Transmission brought unprecedented opportunities for the development of abundant hydropower resources of Southwest,and played an important role in alleviating the country＇s eastern region＇s dual pressures of resources and the environment.Hydropower development of the immigration,environmental protection and other issues currently facing in the final analysis is the cost of resource development and revenue sharing payments do not match the interests of resource development mechanisms and resources allocation system suited to market economy issue.The author suggests that hydropower resource management system must be standardized,allocation according to market-based instruments should be hydropower resources,should improve the system of resource property rights,and establish compensation for the use of hydropower resources of the tax system.
