国外典型大河大湖区域治理开发经验及对鄱阳湖开发的思考

The Experience of Foreign Typical River and Lake Regional Governance and the Enlightenment to Poyang Lake Development

研究国外治理开发大江河湖的经验与做法,对于积极推动鄱阳湖生态经济区建设有重要的现实意义。莱茵河、琵琶湖流域的治理都经历了"先开发,后保护"的曲折历程。针对鄱阳湖的实际现状,提出转变湖泊开发利用的指导思想,加强综合规划、综合开发,加大经济与法律手段的运用以及逐步建立合理有效的组织管理体系。与此同时,文章还围绕湖区生态产业集群建设,尤其是生态旅游建设等重点议题,探讨了鄱阳湖生态经济区发展的思路与模式。

Researching overseas experience in development and practice of regional rivers and lakes has important practical significance to promoting the construction of Poyang Lake Ecological Economic Zone.The Rhine River and the Biwa lake basin＇s government experienced ＂first developing,latter protecting＂ winding course.In view of Poyang Lake＇s actual present situation,this article proposes that transforming the guiding principle of the lake development,strengthening the unified plan and the comprehensive development,using the economical and the legal means as well as establishing gradually the reasonable effective organization management system.This article also discusses the ideas and models in the development of the Poyang Lake Ecological Economic Zone building around the lake regional eco-industrial clusters,especially eco-tourism development and other key issues.
