摘要
基于近年我国煤矿安全生产事故频发的实际,针对我国煤矿安全管理中存在的不规范、注重形式、不能体现以人为本等问题,从社会体制、企业文化、技术装备、人的行为等方面研究了我国煤炭企业安全管理存在的深层次问题,提出了以控制个人和组织的不安全行为为主要手段的煤矿安全管理思路;致力于以系统管理思想为指导,提出并建立适合我国煤矿现阶段发展水平,以个人与组织行为有效引导与控制为核心的煤矿约束型自主安全管理模式。
Due to many mine safety production accidents occurred in China,according to the problems existed in the mine safety management that including irregularities,attention mode,not people-oriented.The paper had a study on the deep overlapping problems of the safety management in China coal enterprises in society system,corporation culture,technical equipment and hominine behavior et al.The paper proposed the coal mine safety management idea based on the control of the personal and organization behavior as the main measure.Taking the system management idea as the guidance,the paper proposed and established the mine restrained type self safety management mode suitable for the present stage development level in China coal mine based on the effective guidance and control as the key of the personal and organization behaviors.
