从核心指标看我国科技创新亟待解决的问题与对策

Problems and Solutions to China's Scientific and Technological Innovation from the Perspective of Core Indexes

用核心指标反映当前科技创新的几个问题,即R&D投入强度低、结构不合理,SCI论文篇均被引用次数低于世界平均水平,国内外专利布局和发明专利与发达国家有很大差距,高新技术产业比重不够,对外技术的依存度居高不下,为此提出了解决问题的对策。

This thesis dwells on several problems concerning China＇s scientific and technological innovation from the perspective of core indexes and puts forward some solutions in this regard.The problems are as follows：RD investment is inadequate,whose structure is unreasonable;a huge gap can be found between China and other developed countries regarding the distribution of patents from home and abroad and the number of patents;the ratio of hi-tech industries in the national economy is low;there still exists over-dependence on foreign technology;SCI （citation impact activity） is below world average.
