新农村建设背景下农村公共产品供给制度发展的选择

The Development Choice of the Supply System of Public Goods in Rural Areas in the Context of Constructing a New Socialist Countryside

农村公共产品的供给水平与农民获得公共产品的难易程度,在很大程度上决定着农民生产生活水平的高低,也会影响到社会主义新农村建设的成败。建设社会主义新农村,必须高度重视农村公共产品的供给。从人民公社时期开始到取消农业税前,我国农村公共产品的供给形式虽略有变迁,但在本质上都是以农民为主体。新时期的农村公共产品供给日趋合理,但仍存在不少问题,与社会主义新农村建设的宗旨并不完全吻合,因此需要从决策机制、供给体制及其法制化方面完善和创新农村公共产品供给制度,以适应社会主义新农村建设的需要。

The supply level of public goods in rural areas (PGRA) and the difficulty degree of farmers’ access to public goods will determine to a large extent the level of living standards of farmers,and affect the success or failure of constructing a new socialist countryside in China.In this process,we must attach great importance to the supply of PGRA.From the period of the People’s Commune to the abolition of agricultural taxes,there were only a few changes in the forms of PGRA supply but no essential changes.In the new period,the supply mechanism has become more reasonable but some problems still remain.Thus,it is only through the improvement or innovation of the decision-making mechanism,the supply system and its legal reform that PGRA supply system in China can meet the needs of constructing a new socialist countryside and realizing its goal.
