摘要
2010年7月20日,巴基斯坦伊斯兰共和国因暴雨而引发洪灾.超过1600人罹难.中国国际救援队被派谴实施国际人道主义救援任务.此次洪灾后救援是以医疗救治为主要任务,其特点:①以医疗救援为中心任务;②以医疗救治为主的针对灾后疾病与传染病的诊治及预防;③以保证医学职业安全与人身安全为重要任务.在重灾区信德省Thatta地区附近建立流动医院展开医学救援.特别是根据当地风俗建立1顶妇女儿童分诊帐篷,尊重及便于为弱势群体展开医疗服务.在医疗救助为期18天医疗工作日中,共接诊11 243人次,诊治11020例患者.受到巴基斯坦官方及人民的高度赞誉.总结此次救援经验:建立洪灾医学救援体系,制定洪灾医学救援预案,建立医学救援组织体系,建立适应洪灾医学救治体制,储备医学救援装备及配置,是应对洪灾医学救援对策的必要保障.
In 20 July 2010 heavy rain touched off flood in Pakistan that caused more than 1 600 deaths. The China International Rescue Team was sent to the flood-hit area to carry out the international humanitarian rescue mission. The characteristics of the medical rescue in the flood-hit areas included ①focusing on medical treatment, ② emphasizing treatment and prevention of infectious diseases and other diseases often occuring after disasters, and ③ safeguarding the security of the medical professionals. A mobile hospital was set up in Thatta Town, a severely affected area. A tent was pitched specially for the women and chilodren so as to respect the local custom and favor the vulnerable groups. Working there for 18 days, the Chinese medical professionals treated 11020 patients and were welcome and praised by the Pakistan government and people. Strategically, establishment of a flood medical rescue system, development of medical rescue pre-schemes for flood-hit areas, establishment of a medical relief organization system and flood medical treatment system, establishment of flood disaster medical treatment system, and supplement of medical rescue medicaments and equipments, are all necessary.
