在体制创新中推动垄断行业的改革进程

Promoting The Reform of Monopoly in the Systems Innovation

垄断行业是体制改革相对缓慢、竞争能力相对较弱的行业,也是效率不高而又有损公平的行业,是中国经济改革的下一个对象。在垄断行业的发展上,存在着提高价格还是放宽准入两种不同的方向。根据世界各国的经验与我国的经济发展现实,应该积极推进以放宽准入为导向的市场化改革,而不是提高价格。具体的改革包括四个层次:放宽准入、引进新资本;对网络运营业务进行体制与机制的改革;把垄断行业改革与政府改革结合起来;建立科学规范的监督机制。

The industries which monopoly firms stay in little reform and weak competitive capacity, with low efficiency and less fair, are certainly the next aim of economic reform. It has different viewpoints on how to develop these industries by raising price or opening entrance. Based on successful experiences in other countries and present situations in our country, the correct way is to promoting reform process mainly by opening entrance instead of raising price. The concrete measures include four steps： to open entrance and absorb new capital, to carry out institution and mechanism reform in network business; to integrate monopoly firm reform with government reform, to build up scientific and normal supervision system.
