摘要
中国公务员制度是在借鉴西方国际公务员制度的基础上发展起来的。西方国家的公务员制度改革呈现出以下趋势:比如打破职位常任、下放管理权限、改革评价体制和工资制度、扩大交流等。中国公务员制度虽然建立的时间不久,但经过近年来的改革,尤其是《公务员法》的实施,也可以归纳出其基本走势,如强调管理的统一性、改革工资构成等。通过比较中西方公务员制度,尤其是改革趋势,从而寻找出中国公务员制度改革的路径。
Chinese civil servant system derived from the west.Recently the reform in the western civil servant system takes on the following tendency: breaking the permanent term,delegating management power to lower levels,reforming evaluation and salary systems,and expanding interchange.While Chinese civil servant system has a short history,after the reform of recent years,especially after the implementation of Regulations for Civil Servant,its basic tendency comes into being,such as emphasizing the unity of management and reforming the salary system.Comparing the civil servant system of China and western countries,especially their tendency of reform,this thesis explores the approaches to bettering the Chinese civil servant system.
