自2000年广西落实西部大开发政策以来,广西的城镇化进程明显加快,加上执行"退耕还林"政策,广西的失地农民不断增加。与此同时,他们却没有得到相应的保障。失地农民的贫困问题已经成为我区当前的一个重要社会问题。为"构建富裕文明和谐新广西",加强社会安定团结,急需提出切实可行的对策和措施。

Since it started the western development policy in 2000,Guangxi significantly speeds up the process of urban- ization.Coupled with the implementation of the＂returning farmland to forest＂policy,the number of landless peasants in Guangxi have been on the rise.At the same time,they haven＇t gotten the corresponding security.At present,the poverty of landless peasants in Guangxi has become an important social problem.Feasible countermeasures are in urgent need to build a new wealthy,civilized and harmonious society in Guangxi,and strengthen the social stability and unity.
