促进北部湾区域环境保护的思考

The Thinking of Promoting Environmental Protection in the Beibu Gulf Region

《广西北部湾经济区发展规划》获国务院批准实施,标志其已上升为国家战略。加快推进北部湾经济区的开放开发,既关系到广西自身的发展,也关系到国家整体发展。开发必然会给生态环境带来影响。以渤海湾区域开发带来的环境问题为镜子,加强区域政府协作及立法,建立环境保护与区域经济发展一体化决策机制,开展区域战略环评,加强部门协作,基础设施建设与科学研究并举,建立公众参与机制以及处理好区域经济发展与区域环境保护的关系。

＂The Economic Zone’s Development Project of the Beibu of Guangxi＂ was approved by the state council.The means this project has risen to the national strategy.accelerating the Northern gulf economic area of opening up and development both related to Guangxi and country’s overall develoment.Therefore,development is bound to affect the ecological environment.This paper uses BoHai gulf development envirnment issue as a mirrior,bring up strengthen regional government cooperation and legislation,establish environmental protection and integration of regional economic development decision-making system,carry out regional strategy assessment timely,strengthen department coordination,infrastructure construction and scientific research simutaneously.Establish the suggestions among public participation system and better deal with the relation between regional economy department and environmental protection,etc.
