大亚湾核电站安全运行十五年的基本经验

Basic Experience from the 15-year Safe Operation of Guangdong Daya Bay Nuclear Power Station

大亚湾核电站是我国进口国外核电站成套主设备、建造技术和管理经验而建设的第一座大型商业核电站。自投入商运以来,始终坚持"安全第一、质量第一"的方针,运营业绩达到并保持在世界同类核电站先进水平。大亚湾核电站通过15年安全运营实现了国有资产的保值增值,相当于用当初的3亿美元资本金逐步滚动出约660亿美元的核电建设资金,资金使用效益超过220倍;通过"引进、消化、吸收、创新",不仅进一步提高了核电站的安全技术水平,而且成功创造了一个具有中国特色的自主核电技术品牌CPR1000;提升了核电站的安全水平和运营业绩,进一步树立了核电安全、环保的清洁能源形象;在实现核电国产化的道路上迈出了坚实的一步,带动了我国核电产业整体能力的提升;对我国核电行业起到了示范和导向作用,而且对整个国有企业改革都有重要的借鉴意义。大亚湾核电站所取得的成果和经验,标志着其在核电发展的内涵和外延两方面都发生了巨大而深刻的变化,不仅能够确保现有核电站的长期安全稳定运行,更为重要的是为国家积极推进核电发展积累了经验,培育了能力,奠定了基础。

The Guangdong Daya Bay Nuclear Power Station（GNPS） is the first large-scale commercial nuclear power station in China's Mainland constructed using imported equipment,technology and managerial experience.Ever since the start of operation,GNPS has always abided by the principle of ＂Safety First,Quality First＂,and its performance has been among the best of nuclear power stations of the same type worldwide.Through 15 years of safe operation,GNPS has added value to state-owned assets（equivalent to snowballing the original US $300 million capital into a nuclear construction fund of around US $66 billion）.The funding using efficiency of the project exceeds 22000%.Through ＂Introduction,Acquisition,Assimilation and Innovation＂,GNPS has not only improved its safety level but has also developed a unique domestic nuclear power brand CPR1000.By raising its safety level and operating results,GNPS has strengthened the image of nuclear power as a clean and environment friendly energy source.Having taken a firm step in localizing nuclear power equipment GNPS gives a boost to the overall improvement of capability of China＇ s nuclear power industry.In addition to providing demonstration and guidance to the domestic nuclear power industry,GNPS stands as a valuable reference to the reform of state-owned enterprises.A successful forerunner of the industry,GNPS marks significant and profound changes to the mode of development of the industry.GNPS can not only ensure long-term,safe and reliable operation but,more importantly,can also provide experience,develop ability and lay the foundation for China＇s nuclear power development.
