摘要
R&D经费与GDP的比值是反映一国经济发展方式的重要指标。从目前情况看,"十一五"规划提出的2010年达到2%的目标难以实现。能否如期完成国家中长期科技规划纲要提出的2020年达到2.5%的目标,其中重要的一个方面,就是要发挥政府在全社会R&D投入中的重要作用。政府对R&D活动的投入不仅是研发活动的重要资金来源,而且对于整个国家的研发活动具有重要的引导作用。本文在研究我国政府R&D经费投入情况基础上,对政府R&D资金的来源展开分析,提出实现R&D强度目标政府所需采取的对策措施。
R＆D/GDP is an important index which reflects the mode of economic development. Government plays an important role in R＆D activities. Government R＆D funds are important sources of R＆D activities, which can lead the national R＆D activities. Based on the research of China＇ s government R＆D expenditure, this paper analyzes the sources of government R＆D funds, and puts forward policy proposals for accomplishing the target of R＆D intensity in the national program for medium-to-long-term scientific and technological development.
