我国财政科技支出支持自主创新的实证研究

通过实证分析,发现近年来我国支持自主创新的财政科技支出规模不断增大,但存在科技支出占财政总支出比重、财政科技拨款占GDP比重低,科技支出投入结构不合理,地区结构不均衡等问题。财政科技支出应重点加强基础研究,增强支出力度,优化支出结构,提升我国自主创新能力。

Through the empirical analysis,we find that in recent years the scale of financial expenditure for science and technology to support self-innovation increased growing in China,but there existed some problems such as the percentage of SD expenditure in total financial expenditure and the percentage of govermment SD approprition in GDP were low,investment structure of SD expenditure was unreasonable,regional structure of SD expenditure was not balanced and so on.Financial SD expenditure should focus on strengthening basic research,strengthing expenditure and optimizing the expenditure structure to enhance the ability of self-innovation in China.
