Status：In the area of health services,equity and efficiency are the unity of opposites and the interactions between multi-level.Objective：In the new period,equity and efficiency must be equally emphazed on structure-building style of the develop ment model to promote health comprehensive,coordinated and sustainable development.Methods：Equal emphasis on fairness and efficiency of the building structure type of development model lies in the government,society,market functions and precise positioning;key lies in the government-led function effectively.Medical insurance payment reform is a supplementary mean.
