坚持公共医疗卫生公益性的若干误区

Discussion on the Misapprehensions of Adhering to the Public Welfare Character of Public Health Care

中共中央国务院在通过的《关于深化医药卫生体制改的意见》中提出了坚持公共医疗卫生公益性的指导思想,在公共医疗卫生公益性实现路径的选择上,一些学者还存在不少错误的认识。本文通过理论研究,澄清了诸如公共产品与公益产品、公共医疗卫生与医疗卫生、公共医疗卫生的公益性与公立医疗机构的公益性、公共医疗卫生的生产与提供等方面的一些模糊认识,有助于我们对医药卫生体制改革的进一步研究。

The guiding ideology of public welfare character of public health care was proposed by New Medical Reform Program published by the State Council.However,on choosing the realization path of the public welfare of public health care,many scholars still have misperception.In the paper,according to theoretical research,the obscure understandings such as public products and public benefits products,public health care and health care,public welfare character of public health care and public health institutions,the production and provision of public health care are clarified,in order to help the further study of health care reform.
