摘要
农村公共卫生服务绩效合同管理旨在提高公共卫生服务提供的数量和质量,弥补公立卫生机构公共卫生服务能力的不足。既包括政府对公立卫生服务机构的内部协议管理,也包括政府向社会力量举办的卫生服务机构购买服务的合同管理。本文探讨了农村公共卫生服务绩效合同管理的概念框架,辨析了公共卫生服务绩效合同管理与政府购买卫生服务的内涵以及相关理论,提出了政府购买农村公共卫生服务绩效合同管理需要面对的来自卫生行政部门作为合同管理者的能力,农村公共卫生机构服务提供的能力,以及合同管理外部环境的挑战。
Performance-based contract for public health services in rural areas intends to improve the quantity and quality of public health services,as well as make up for inadequate public health services provided by public health institutions.It manages both the government＇s public health service institutions and non-state health service providers.The conceptual framework and the relative theories about performance-based contract are introduced and discussed.And the conception and the related theories of performance-based contract management of public health service and government purchasing health service are expatiated on.Performance contract management of public health services in rural areas purchased by government needs to face the challenges from the ability of the health administrative departments as a contract manager,public health services providers＇ ability,and external environment of contract management.
