转变农业机械化发展方式的战略思考

Strategic Thinking on the Way of Agricultural Mechanization Development

我国农业机械化发展目前正处在历史转折的关键时期。农业机械化面临着发展不平衡、装备结构不合理、技术水平低、公共服务体系薄弱和资源环境约束等挑战。为此建议实施以提升农机装备水平为重点的改善结构、转型升级战略;以发展丘陵山区和林牧渔业机械化为重点的助农增收、扩大内需战略;以加强农机化公共服务体系建设为重点的保障安全、提质增效战略;以促进节能减排、保护生态环境为重点的绿色发展战略,在转变农业机械化发展方式上取得实质性的进展。

The development of agricultural mechanization in China has made great achievements,is now turning a critical period in history. Facing the uneven development of agricultural mechanization,equipment structure is irrational,low level of technology,public service system is weak and resource challenges such as environmental constraints. The implementation of this proposal to enhance the level of agricultural machinery and equipment focused on improving the structure,transformation and upgrading strategies; to develop forestry,animal husbandry and fishery hilly focus to help farmers increase mechanization,expanding domestic demand strategies; to strengthen the public service system of agricultural mechanization focus safety,quality,efficiency strategies; to promote energy conservation,environmental protection,focusing on green development strategies,development of agricultural mechanization in the way of change to achieve substantive progress.
